TORRANCE, Los Angeles County — October 22, 2026. A homeowner reviewing a building permit, a resident following city spending or a neighborhood group checking a development proposal may need a city record. Torrance encourages residents to search information already published online before submitting a formal California Public Records Act request.
Start with records that are already public
The city’s official public-records guide points to Council and commission agenda packets, meeting minutes, contracts, building and planning records, the city budget, maps, procurement notices and other government data. Many documents can be found without creating a new request.
Check the city boundary first
Torrance warns that some properties with Torrance postal addresses are located outside Torrance municipal boundaries. That means the appropriate permitting or records agency may be a different city or Los Angeles County. Start with the parcel address and jurisdiction; filing with the wrong office wastes time and may produce no responsive documents.
What does the city maintain?
Its guide identifies Council, commission and committee agenda materials, meeting minutes, contracts, building permits and planning records as examples of city-held documents. The city does not maintain every public record connected with Torrance residents. Marriage and birth records are generally handled by the Los Angeles County Registrar-Recorder/County Clerk, while divorce decrees generally belong to the Superior Court of Los Angeles County.
How should a request be written?
Try to identify the department, a specific property or project, the approximate dates and the types of documents sought. For example, a request about a proposed development may ask for a staff report, its attachments, related contracts and issued permits. Torrance offers an online Public Records Portal and alternatives including email, mail, phone and in-person contact.
Where are Council agendas?
The city says it has shifted agendas, minutes and recordings to OneMeeting, while older materials remain accessible in its prior Granicus system during the transition. Open the official City Council meetings page to navigate both records systems instead of assuming the older documents disappeared.
What to do with the response
- Keep the request number and city acknowledgment.
- Distinguish documents provided from records the agency says it does not possess or cannot disclose.
- Check whether the disclosed file is complete and dated.
- Ask the agency to clarify missing attachments rather than interpreting a missing result as proof of wrongdoing.
